* sonic-platform-modules-cel: broadcom: adapt for kernel 6.1 and bookworm
The i2c_driver->remove API declaration has been updated to return void instead
of int, as part of cleanup patches in 6.1. More details can be referred from
here: [1]. Update the remove API definition in the modules accordingly and
cleanup variables that go unused from the remove API.
Update python build commands for bookworm. The packaging based on calling
setup.py is deprecated and using build module/pip utility is the recommended
method for python packaging/installation. Further details can be referred to
from here: [2], [3]. The build module is picky about the package information file,
which needs to be either setup.py or pyproject.toml.
Additionally, fix formatting inconsistencies in debian/changelog reported by
`dh_installchangelogs` during the build.
Tested the changes by compiling the changes as below:
make sonic-slave-bash NOBUSTER=1 NOBULLSEYE=1
sudo dpkg -i target/debs/bookworm/linux-headers-6.1.0-11-2-*.deb
cd platform/broadcom/sonic-platform-modules-cel
KVERSION=6.1.0-11-2-amd64 dpkg-buildpackage
Also verified the python scripts under the sonic-platform-modules-cel with
pyflakes to ensure no new errors are flagged (with exception of unused modules).

* Cleanup `MODULE_SUPPORTED_DEVICE` macros that were cleaned up in

* Sanitize python packaging and installation using the `build` module
instead of calling the setup.py directly (ref: [3]. [4]).
Tested the changes by compiling pddf module as below:

Without this change, the modules were built but not packaged in the final .bin.
The final sonic-broadcom.bin has been tested for bootup on Celestica's
Silverstone platform.

There is rare condition, emc2305 hold SMBus and cause SMBus completion wait timed out.

Enable EMC2305 SMBus timeout feature, 30ms period of inactivity will reset the interface.

Use 'i2cget -y -f 23 0x4d 0x20 b' to read EMC2305 configuration register and check DIS_TO bit not set.

#### Why I did it
1. `eval()` - not secure against maliciously constructed input, can be dangerous if used to evaluate dynamic content. This may be a code injection vulnerability.
2. `subprocess()` - when using with `shell=True` is dangerous. Using subprocess function without a static string can lead to command injection.
3. `os` - not secure against maliciously constructed input and dangerous if used to evaluate dynamic content.
4. `is` operator - string comparison should not be used with reference equality.
5. `globals()` - extremely dangerous because it may allow an attacker to execute arbitrary code on the system

Cause:
Invalid cdev container pointer from the inode is being accessing in misc
device open, which causes a memory corruption in the slub.
Because of the slub corruption, random crash is seen during reboot.
Fix: - Instead of cdev pointer from the inode, mdev container pointer is
used from the file->privdate_data member.

Why I did it
The platform api for parsing syseeprom information read from STATE DB has issue
with parsing the value part that has whitespace in the middle. The current
code assumes that the value part does not have whitespace. So everything after
the whitespace will be ignored. The syseeprom values returned from platform
API do not match the output of "show platform syseeprom".
How I did it
This change improved the regular expression for parsing syseeprom values to
accommodate whitespaces in the value.
How to verify it
Locally updated the code on a dx010 device. Call the platform API:

Earlier logic resulted in the name of SFP1 being SFP33 which is not
correct. The cannonical source is seastone2_fpga module and it calls it

Azure/sonic-utilities#1431 changes the path to the udevprefix.conf file. The file previously inappropriately resided in the <platform>/plugins/ directory. That directory is reserved for now-deprecated Python platform plugins, and will be removed in the near future.

The CP210x driver not attached properly after first login (cold-plug), lsusb and dmesg shown that the usb devices has been recognized but driver is missing.

PR https://github.com/Azure/sonic-platform-common/pull/102 modified the name of the SFF-8436 (QSFP) method to align the method name between all drivers, renaming it from `parse_qsfp_dom_capability` to `parse_dom_capability`. Once the submodule was updated, the callers using the old nomenclature broke. This PR updates all callers to use the new naming convention.

Update the name of the function globally for all calls into the SFF-8436 driver.
Note that the QSFP-DD driver still uses the old nomenclature and should be modified similarly. I will open a PR to handle this separately.

The original code tried to initialize PCA9541 without having the
driver loaded. As result the initialization didn't take effect.
Recently PCA9541 driver was added to the kernel and since then
the initialization takes effect and has negatively impacted the
platform stability.
Commenting the initialization code out to restore the original
behavior while analyzing further.

The `get_serial_number()` method in the ChassisBase and ModuleBase classes was redundant, as the `get_serial()` method is inherited from the DeviceBase class. This method was removed from the base classes in sonic-platform-common and the submodule was updated in https://github.com/Azure/sonic-buildimage/pull/5625.
This PR aligns the existing vendor platform API implementations to remove the `get_serial_number()` methods and ensure the `get_serial()` methods are implemented, if they weren't previously.
Note that this PR does not modify the Dell platform API implementations, as this will be handled as part of https://github.com/Azure/sonic-buildimage/pull/5609
