Updated the l2 preset config generator to specify 'admin_status': 'up' for every port by default.
The use of setdefault() ensures that if port already has some admin_status set, the original value will not be overwritten.

Patch isc-dhcp-relay in order to allow the relay agent to discover configured interfaces even if they are down.
Without this patch, the relay agent will not discover configured interfaces if they are down when the relay agent starts up. If the interface(s) then get brought up after the relay started, the relay will discard packets received on these interfaces and log the message, Discarding packet received on <iface_name> interface that has no IPv4 address assigned. This led to race conditions when starting SONiC (or loading configuration). To resolve this, the relay agent would need to be restarted with all configured interfaces up.
With this patch, the relay agent will discover all configured interfaces, whether or not they are up at the time the relay agent starts. Thus, the state of the configured interfaces can be down when the relay agent starts and brought up during the lifetime of the relay agent process, and the relay agent will relay packets as expected; it will not discard them.
Put a flag for fast-reboot to the db using EXPIRE feature. Using this flag in other part of SONiC to start in Fast-reboot mode. If we reload a config, the state in the db will be removed.

When LLDP parameter tx-interval value is modified, there was no immediate PDU sent to peer to update the peer with the latest values. Due to this the update on peer happened only after the next PDU is sent which can cause a delay of upto 30 secs (default value).
* In the event of a kernel crash, we need to gather as much information
as possible to understand and identify the root cause of the crash.
Currently, the kernel does not provide much information, which make
kernel crash investigation difficult and time consuming.
Fortunately, there is a way in the kernel to provide more information
in the case of a kernel crash. kdump is a feature of the Linux kernel
that creates crash dumps in the event of a kernel crash. This PR
will add kermel kdump support.
An extension to the CLI utilities config and show is provided to
configure and manage kdump:
- enable / disable kdump functionality
- configure kdump (how many kernel crash logs can be saved, memory
allocated for capture kernel)
- view kernel crash logs
Fixed Makefile of FRR. Before we had issues after #3589:

If we have a case where have created a fd for i/o and we have removed the
handling thread but still have the fd in the poll data structure, there
existed a case where we would get the handle this fd return from poll but we
would immediately do nothing with it because we didn't have a thread to hand
the event to.
This leads to an infinite loop. Prevent the infinite loop
from happening and log the problem.

From 5.1 version of PyYAML python module, yaml.load() API is deprecated. Code should be compatible to support both the versions, else error/warning messages are seen like below,

In teamd v1.28, the port can only be enabled if sync bit is set
in recveived LACPDU from partner by the following commit
"teamd: lacp: update port state according to partner's sync bit"
(54f137c105)
However, lacp fallback feature needs to enable port even if partner
LACPDU is not received within a given period and fallback cfg is enabled.
To fix the lacp fallback breakage, we have to bypass the sync bit
check in lacp fallback mode.

This commit adds SNMP support for Management VRF using l3mdev.
The patch included provides VRF support, there is no single
"listendevice" configuration, rather multiple agentaddress

mgmt will enable management VRF, enslave the eth0 device to the master device
mgmt, stop ntp service in default, restart interfaces-configs and restart ntp
service in mgmt-vrf context. Requirement and design are covered in mgmt vrf
design document.

Introduce a new "sflow" container (if ENABLE_SFLOW is set). The new docker will include:
hsflowd : host-sflow based daemon is the sFlow agent
psample : Built from libpsample repository. Useful in debugging sampled packets/groups.
sflowtool : Locally dump sflow samples (e.g. with a in-unit collector)
In case of SONiC-VS, enable psample & act_sample kernel modules.
VS' syncd needs iproute2=4.20.0-2~bpo9+1 & libcap2-bin=1:2.25-1 to support tc-sample
tc-syncd is provided as a convenience tool for debugging (e.g. tc-syncd filter show ...)
Upon snmpd closes a netsnmp_agent_session due to snmp_timeout
there is a possibility of crash due to stale memory access.

* Enable debug image build for kvm image.
* Fix a bug in cleaning up requests referring the netsmp_session being closed to avoid a crash, during netsnmp_session close/abort due to timeout.
RCA:
The netsnmp_agent_session requests use netsmp_subtree objects that matches the associated variable name.
The netsnmp_subtrees created through a netsnmp_session are tied to that session.
When a subagent connection is closed/dropped due to timeout, all associated netsnmp_subtree objects are fred.
Hence during a netsnmp_session close, all the delegated netsnmp_agent_sessions are scanned for requets that could be using netsnmp_subtree objects associated with this netsnmp_sesssion or its subsession. For each of the found request, they are explicitly marked to fail and a call is made to complete them.
But due to the bug in scanning, it leaves behind requests and hence later when the requests get processed, they refer the *now* freed netsnmp_subtree. As often these requests gets completed pretty soon, they escape crashing. But if it so happens that the freed memory happened to complete a memory unit, hence returned to kernel or it got reallocated & changed enough to crash, the snmpd crashes.

The race condition could happen like this:
When an interface is enslaved into the port channel immediately after
it is created, the order of creating the ifinfo and linking the ifinfo to
the port is not guaranteed.

This commit adds support for New feature management VRF using L3mdev. Added
commands to enable/disable management VRF. Config vrf add mgmt will enable
management VRF, enslave the eth0 device to the master device mgmt and restart
interfaces-configs in mgmt-vrf context.
management interface (eth0) can be configured using config interface eth0 ip
add command and removed using config interface eth0 ip remove command.
Requirement and design are covered in mgmt vrf design document. Currently show
command displays linux command output; will update show command display in next
PR after concluding what would be the output for the show commands. Added
metric for default routes in dhcp and static, any changes for metric will be
addressed subsequently after discussing.

This is a follow-up of sonic-snmpagent PR 92
Now that licensing issues have been solved FRR is distributed with SNMP
support compiled-in. This PR adds the last bits of configuration to get
the frr-snmp debian packages added to the docker container and the
config bits to enable the snmp module in FRR
This PR brings the functionality of being able to poll bgpd for routes
and peer status.

* Switch the nss look up order as "compat" followed by "tacplus".
This helps use the legacy passwd file for user info and go to tacacs only if not found.
This means, we never contact tacacs for local users like "admin".
This isolates local users from any issues with tacacs servers.
W/o this fix, the sudo commands by local users could take <count of servers> * <tacacs timeout> seconds, if the tacacs servers are unreachable.

According to 6.4.15 of IEEE 802.1AX-2014, Figure 6-22, the state that the
port is selected moves MUX state from DETACHED to ATTACHED.
But ATTACHED state does not mean that the port can send and receive user
frames. COLLECTING_DISTRIBUTION state is the state that the port can send
and receive user frames. To move MUX state from ATTACHED to
COLLECTING_DISTRIBUTION, the partner state should be sync as well as the
port selected.
In function lacp_port_actor_update(), only INFO_STATE_SYNCHRONIZATION
should be set to the actor.state when the port is selected.
INFO_STATE_COLLECTING and INFO_STATE_DISTRIBUTING should be set to false
with ATTACHED mode and set to true when INFO_STATE_SYNCHRONIZATION of
partner.state is set.
In function lacp_port_should_be_{enabled, disabled}(), we also need to
check the INFO_STATE_SYNCHRONIZATION bit of partner.state.
