Update XGS and DNX SAI to 5.0.0.4 and additional flags needed in saibcm-modules

The following CSP's are merged in 5.0.0.4

CS00012182148 [4.3] Rate Limit Parity error message to syncd/sonic.
CS00012178692 [4.3] ACL drops counted as interface drops
