[bullseye] add dependencies for saithriftv2 build (#11666)
- Why I did it
To support saithriftv2 build for bullseye dockers

- How I did it
Added the dependencies documented in the SAI docs and used in sonic-slave-buster

- How to verify it
Build saithriftv2 in the sonic-slave-bullseye
