Added support data for fabric monitoring in CONFIG_DB
The CONFIG_DB now has the FABRIC_MONITOR|FABRIC_MONITOR_DATA table for default value for fabric port monitoring. An example output of getting this table is:

The CONFIG_DB now also has a table for each fabric port for its isolate status.

Move laoding database config to application code instead of portconfig as portconfig is used as a library.
#10581 was raised for this fix, but had to be reverted due to issue with multi-asic platform.
How I did it
Remove try exception handing from portconfig.py during config_db intialization.
Move loading of database config to application that uses portconfig.py.
How to verify it
unit-test passes.
Verified that it does not cause issue during boot up of multi-asic VS image.
Verified that config_db generation was successful in multi-asic VS.

Instead of ast.literal_eval added python2 compat code for json strings unicode -> str convertion.
We need python2 compatibility since py2 sonic config engine (buster/sonic_config_engine-1.0-py2-none-any.whl target) is still included into the build (ENABLE_PY2_MODULES flag is set for buster). Once we abandon buster and python2, this compat and ast.literal_eval could be cleaned up all through the code base.

#### Why I did it
The previous implementation of sonic-cfggen did a simple comparison between default breakout mode in
hwsku.json and supported modes in platform.json. To set a different default speed in hwsku.json
it was required to add one more entry to supported modes in platfrom.json file:
1x10G[100G,50G] vs 1x100G[50G,10G]
The new implementation does more intelligent parsing and analysis of supported and default modes. It
allows changing default speed without adding a new entry to platform.json.

To Fix#8697 . The config load_minigraph initializes 'admin_status' to up when platform.json has DPB configs. This doesn't happen when using port_config.ini
The update minigraph has logic to initialize only the ports whose neighbors are defined or those belonging to portchannel
However, a change was introduced to have default admin status to be 'up' in portconfig.py when the minigraph was using platform.json
This will lead to sanity check failure in sonic-mgmt and thus no test cases could be run

Why I did it
portconfig.py gets PORT table from config_db if it is present. If not, port_config.ini files are parsed.
For multi-asic platform, if namespace is passed to get_port_config(), config_db connection was done to host namespace always and not to asic specific namespace.

Modify db connection function to connect to namespace config_db.

1. Removed `"alias_at_lanes"` from port-configuration file(i.e. platfrom.json)
2. Added dictionary to "breakout_modes" values. This defines the breakout modes available on the platform for this parent port, and it maps to the alias list. The alias list presents the alias names for individual ports in order under this breakout mode.

For now `hwsku.json` and `platform.json` dont support optional fields. For example no way to add `fec` or `autoneg` field using `platform.json` and `hwsku.json`.

Add optional field to `hwsku.json`. After first boot will be generated new `config_db.json` or you can generate it using `sonic-cfggen` command. In this file must be optional field from `hwsku.json` or check using command `redis-cli hgetall PORT_TABLE:Ethernet0`

Fix 259 alerts reported by the LGTM tool:
- 245 for Unused import
- 7 for Testing equality to None
- 5 for Duplicate key in dict literal
- 1 for Module is imported more than once
- 1 for Unused local variable

**- What I did**
Add support of **platform.json** parsing to **portconfig.py** file which is being used by **_sonic-cfggen_** and ***minigraph.py*** file under ***src/sonic-config-engine*** folder to get port config via get_port_config function.
**- How I did it**
1. **portconfig.py** file will first check whether the **platform.json** file is there or not. if not then whether port_config.ini file is there or not. Modified **get_port_config_file_name** for this purpose.
2. Added two separate functions i.e. **parse_platform_json_file** to get port attributes from **platform.json** and **gen_port_config** to generate port attributes.
3. Added another two functions i.e get_breakout_mode parse_breakout_mode to get breakout mode and parse breakout mode from platform.json respectively.
**- How to verify it**
rebuilt "sonic_config_engine-1.0" wheel package with all the test cases.All the below-mentioned test cases passed.
