[Build][201911] Fix the jessie mirror removed issue (#14476)
Change to use the snapshot mirror http://packages.trafficmanager.net/snapshot.

Warning: The Jessie distribution is EOL, please avoid to use it if you can. And the snapshot mirror will be removed in near future as well.

[build] Fix issues caused by docker.com gpg key update. (#14063)
Why I did it
docker.com's gpg key start to work from 2023-02-23. While debian.org's gpg key expired in 2022-11.
We used a walkaround for security checking for debian gpg keys. Now we need to exclude docker.com's gpg key.

How I did it
Update docker.com's gpg key without faketime.
Update others' gpg key with faketime '2022-11'

How to verify it

Fix build break for jessie apt key expiration. (#13328)
#### Why I did it

The GPG key used for Jessie's official repos has since expired, which means building 201911 images no longer works.

#### How I did it

Fake the time to be before the expiry date.

Use ACR instead to pull debian related docker image.

Set DEFAULT_CONTAINER_REGISTRY in pipeline.

aad6b9c034 [apt] Instruct apt-get to NOT check the "Valid Until" date in Release files (#3973)
This is an addendum to #3958, which also instructs apt to ignore the "Valid Until" date in Release files inside the slave containers, making a complete solution, much like the previously abandoned PR #2609. This patch also unifies file names and contents.

When the Debian team archives a repo, it stops updating the "Valid Until" date, thus apt-get will not apply updates for that repo unless we explicitly tell it to ignore the "Valid Until" date. Also, this has become an issue with active (i.e., non-archived) repos twice in the past year because the Debian folks seem to occasionally let the expiration lapse before updating the date. This will cause SONiC builds to fail with a message like E: Release file for http://debian-archive.trafficmanager.net/debian-security/dists/jessie/updates/InRelease is expired (invalid since 3d 3h 11min 20s). Updates for this repository will not be applied. until the dates have been updated and propagated to all mirrors. With this patch, SONiC should no longer be affected by lapsed "Valid Until" dates, whether they be accidental or purposeful.
