The following changes are done.
- Multi asic platform have 2 Loopback interfaces, Loopback0 and Loopback4096. IPinIP decap entries need to be added for both of them. Update the ipinip.json.j2 template to add decap entries for Loopback4096.
- Add corressponding unit test
For telemetry regression test we need gnmi client to be present on ptfdocker. Gnmi-server will be present on SONiC DuT. Further, we can access gnmi_get from ptfdocker inside pytest to verify gnmi server streaming data successfully or not.
New attribute 'has_timer' introduced to init_cfg.json does not evaluate
as Bool, rather it evaluates as string. This PR fixes this issue. Also,
this PR fixes an issue when there is system config unit (snmp, telemetry) that
has no installation config (WantedBy=, RequiredBy=, Also=, Alias=) settings
in the [Install] section. In the latter case, the .service should not be enabled.

When telemetry is in secure mode ,the monitor will have error log of the match string "--insecure". So I modify to be compatiable with insecure mode and secure mode.

The first partition starting point was changed to be 1M as part of this
commit: 6ba2f97f1e. On systems that are misaligned before conversion
(partition start is the first sector), the relica partition that is
left in the first MB can cause problems in Aboot and result in corruption
of the filesystem on the new aligned partition.
Zeroing this old relica makes sure that there is nothing left of the old
partition lying around. There won't be any risk of having Aboot corrupt
the new filesystem because of the old relica.

Commit e484ae9dd introduced systemd .timer unit to hostcfgd.
However, when stopping service that has timer, there is possibility that
timer is not running and the service would not be stopped. This PR
address this situation by handling both .timer and .service units.

SNMP and Telemetry services are not critical to switch startup.
They also cause fast-reboot not to meet timing requirements.
In order to delay start those service are associated with systemd
timer units, however when hostcfgd initiate service start, it start
the service and not the timer. This PR fixes this issue by
starting the timer associated with systemd unit.

via python-swsscommon since we have to wait on event from multiple

3) Made iptables programmed in all namespace using ip netns exec

The template is referenced relative to the script path and this could
results in errors in case script is run from root. Add explicit
path to the template file name.
Also, moving telemetry_var template to template dir.
And remove double quotes from around json dict.

Modify port_config.ini files multi-asic vs platform. Changes done:
- Add new columns: index, asic_port_name, role(Int/Ext)
- Modify alias of interface names. Alias should match the interface names present in minigraph file.

NUM_ASIC environment variable was added so that it could be used by other utilities.
This is not being used by any other utility or docker, hence removing the addition of NUM_ASIC environment variable.
Also, the environment variable was added by adding the variable value to /etc/environ file.
Upon each reboot, this file gets updated with the NUM_ASIC value but the existing value was not removed.
This causes multiple lines getting appended in /etc/environ file upon each reboot.

Update the name from get_npu_device_id() -to get_asic_device_id() and move from device_info.py, to the new file multi_asic.py in sonic-py-common so that it references to the correct valid constants.
when portsyncd starts, it first enumerates all front panel ports
and marks them as old interfaces. Then, for new front panel ports
it checks if their indexes exist in previous sets. If yes, it will
treats them as old interfaces and ignore them.
The reason we have this check is because broadcom SAI only removes
front panel ports after sai switch init.
So, if portsyncd starts after orchagent, new interfaces could be
created before portsyncd and treated as old interface.

Copy proper fancontrol config file to the proper destination. Also some minor refactoring for code reuse to help prevent issues like this in the future.
