[swss]: Generate config files for Everflow and IPinIP from minigraph
- Add Everflow DST IP to minigraph file
- Extend minigraph.py to support Everflow
- Add templates file for Everflow and IPinIP configuration
- Add config.sh for swss docker to generate config files
