- build SONIC_STRETCH_DOCKERS in sonic-slave-stretch docker
- build image related module in sonic-slave-buster docker.
This includes all kernels modules and some packages

The work on Arista 7170 was originally submitted under platform/p4.
Since the platform/barefoot was recently introduced, this is where
this platform support needs to go.
