For arista 7050 switches running with linux 4.9, it is likely the device
name of flash drive (/dev/sda) and usb (/dev/sdb) randomly swap in kernel
booting, depending on which one is ready first. It breaks the expectation
that flash will be mounted as root by setting root=/dev/sda1. This patch
will correct ROOT to flash device refering to the path under block_flash.

This file is a filesystem protected file used by EOS.
It can be simply removed and will make the SONiC installation failed if
not skipped.
When using actor port number 0 in lag configuration, IO cannot be sent to
peer. Increase actor port number by 1 to keep uniqueness and at the same
time, avoid using actor port number 0.

- What I did
Fixed vanilla teamd bug, which prevented teamd to have a correct view of kernel state. Check bug #2 from the message
Changed schema for LACP port id.
Changed severity of an error message.
Removed logic to disable warm_start_read mode, when teamd started. It didn't work in system restart mode, because interfaces were added one by one, and it's impossible to say when everything is added.
- How I did it
I've added team_refresh() on every port addition
I extract port id from the port name. Currently I support only "EthernetX" scheme. We need to add more schemes if we change port scheme.

- How to verify it
Build the image, install on your DUT, reboot it once, then reboot it on WR mode checking LACP state on remote side. The state shouldn't flip.
init_interfaces meant to be sonic init interfaces configuration file.
However, it needs to be copied to the right file name to take effect.

There are two minor changes in this PR:
* Adjust quagga's jinja template to enable bgp-gr functionality by default. Currently is only applicable to those devices tagged as TOR/T0.
* Ensure that no bgp-notification is sent out to remote-peers during bgpd shutdown events. The goal here is to make sure that remote-peers kick off bgp-gr-helper logic (i.e. retain restarting-router state), which can be only achieved if an ungraceful-shutdown (tcp pipe/socket down) is perceived. There are other approaches to accomplish this goal, such as draft-ietf-idr-bgp-gr-notification, but this one hasn't been implemented yet by Quagga/FRR.

There was a fix to speed up initialization when networking used init.d
but it did not carry over to systemd networking.service. This fix will
apply the same change on the systemd service.
The result is much less time spent being blocked in networking.service.
