* [barefoot][platform] Update BFN platforms (#5356)
1. Added support of BFN newport new platform name.
2. Updated debian version for montara and mavericks platforms.
This patch upgrade the kernel from version
4.9.0-9-2 (4.9.168-1+deb9u3) to 4.9.0-11-2 (4.9.189-3+deb9u2)
