- Why I did it
Currently, when building MFT, it can only download the source code from the official download site: http://www.mellanox.com/downloads/MFT/, it's not possible to integrate an internal version that has not been officially released yet.
The intention of this PR is to make it possible to download the source code from any valid link.
- How I did it
Add a new parameter "MLNX_MFT_INTERNAL_SOURCE_BASE_URL", if an URL is given, it will download the source code from the given URL, otherwise, it downloads from the default official site.
- How to verify it
Specify a valid URL in the make file, the MFT debs should be built successfully.

Build image and test related functions on Mellanox platform
Currently we port SONiC to buster in a way that base image is on buster and
other dockers based on stretch. The benefit is that tasks can be carried out
simultaneously.
The build procedure can be treated as 2 stages.
The first stage is to build the stretch-based debs and dockers and the second
stage is to build the buster-based ones.
One thing we have to pay attention to is some debs depend on kernel should not
be built at stretch stage because the kernel isn't available at that time.
The idea is to move that kind of debs out of SONIC_STRETCH_DEBS. Meanwhile,
any dependency explicitly put on the stretch based dockers on kernel should be
removed.
