Fix per-command authorization failed issue when a command with wildcard match more than hundred files.


#### Why I did it
When user enable TACACS per-command authorization, and run a command with wildcard , if the command match more than hundreds of files, the per-command authorization will failed with following message:
  *** authorize failed by TACACS+ with given arguments, not executing

The root cause of this issue is because bash will match files with wildcard and replace with wildcard args with matched files. when there are too many files, TACACS plugin will generate a big authorization request, which will be reject by server side.

#### How I did it
Fix bash patch file, use original user inputs as authorization parameters.

#### How to verify it
Pass all UT.
Create new UT to validate the TACACS authorization request are using original command arguments.

Ported Marvell armhf build on amd64 host for debian buster to use cross-comp… (#8035)
* Ported Marvell armhf build on x86 for debian buster to use cross-compilation instead of qemu emulation

Current armhf Sonic build on amd64 host uses qemu emulation. Due to the
nature of the emulation it takes a very long time, about 22-24 hours to
complete the build. The change I did to reduce the building time by
porting Sonic armhf build on amd64 host for Marvell platform for debian
buster to use cross-compilation on arm64 host for armhf target. The
overall Sonic armhf building time using cross-compilation reduced to
about 6 hours.

[Bash] Fix bash build break when re-build bash issue. (#9027)
This pull request will fix bash build break issue when re-build bash.

#### Why I did it
    src/bash project using quilt to manage patches, and quilt can't apply patch correctly when cache folder '.pc' is not clean.

#### How I did it
    Add command in make file to remove quilt cache folder before apply patches.

#### How to verify it
    Re-build bash target target/debs/buster/bash_5.1-2_amd64.deb to validate this fix work.
    Pass all UT.

[TACACS+] Add plugin support to bash. (#8660)
This pull request add plugin support library to bash.
    And we will create a TACACS+ plugin for bash in an other PR, which will bring per command authorization feature to bash.

Why I did it
    To support TACACS per command authorization, we check user command before execute it.

How I did it
    Add plugin support to bash.

How to verify it
    UT with CUnit under bash project cover all new code in plugin.c.
    Also pass all current UT.

[build]: fix dpkg admindir corruption issue in parallel build (#6408)
Fix #119

when parallel build is enable, multiple dpkg-buildpackage
instances are running at the same time. /var/lib/dpkg is shared
by all instances and the /var/lib/dpkg/updates could be corrupted
and cause the build failure.

the fix is to use overlay fs to mount separate /var/lib/dpkg
for each dpkg-buildpackage instance so that they are not affecting
each other.

Reorganize .gitignore files (#4707)
- Add .gitignore files in each subdirectory of src/, so as to reduce the size of the .gitignore file in the project root, and also make it easier to maintain (i.e., if a directory in src/ is removed, there will not be outdated entries in the root .gitignore file.

- Also add missing .gitignore entries and remove outdated entries and duplicates.

c3c8f7fd7f Fix for bash's memory-leak (#1879)
* Fix for bash's memory-leak

Memory leak is observed during the execution of scripts that make use of bash-arrays. In scenarios where the offending script is executed on a regular basis (e.g. fancontrol), the leaking process may end up consuming most of the system resources.

In this PR i'm replacing bash in all the contexts where it executes (both host and dockers). The official patch for this issue is here: https://ftp.gnu.org/gnu/bash/bash-4.3-patches/bash43-040
