e3ebe00051 Mark many (but not all) of the dockers as Bullseye dockers
This tells the build infra that they need to be built as part of
Bullseye and not Bookworm.

Don't build libhiredis anymore (#15633)
### Why I did it

We're not adding any patch on top of hiredis, and there's no apparent reason to build this. Remove the build step here, and just install the package from the Debian repos.

Build the SONiC image, and load it. Verify that services come up.

Timezone sync issue between the host and containers (#14000)
#### Why I did it
To fix the timezone sync issue between the containers and the host. If a certain timezone has been configured on the host (SONIC) then the expectation is to reflect the same across all the containers.

This will fix [Issue:13046](https://github.com/sonic-net/sonic-buildimage/issues/13046).

For instance, a PST timezone has been set on the host and if the user checks the link flap logs (inside the FRR), it shows the UTC timestamp. Ideally, it should be PST.

Upgrade mux container to Bullseye (#10498)

#### Why I did it
As part of the process moving containers from buster to bullseye.

#### How I did it
1. change base image from buster to bullseye. 
2. remove unused addition to orchagent run options 

#### How to verify it
Tested building locally.

6105684b9e Add infra to support building Bullseye base image with Buster containers
All docker containers will be built as Buster containers, from a Buster
slave. The base image and remaining packages that are installed onto the
host system will be built for Bullseye, from a Bullseye slave.

c9c2826520 Merged PR 3845699: [linkmgrd]: Introduce MUX cable linkmgrd
Linkmgrd monitors link status, mux status, and link state. Has
the link becomes unhealthy, linkmgrd will trigger mux switchover
on a standby ToR ensuring uninterrupted service to servers/blades.
This PR is initial implementation of linkmgrd.

Also, docker-mux container hold packages related to maintaining and managing
mux cable. It currently runs linkmgrd binary that monitor and switches
the mux if needed.
This PR also introduces mux-container and starts linkmgrd as startup when
build is configured with INCLUDE_MUX=y

Edit: linkmgrd PR will follow.
