[dockers] Barefoot fix bulleye build (#9766)
#### Why I did it
Build failed.

Due to the error message looks like build failed because `pyversions` utility was not found.

`pyversions` utility is a part of `python2-minimal` package and it wasn't installed.


#### How I did it
To avoid installing python2 just specify explicit python version `--with python3` and use build system for py3 `--buildsystem=pybuild`

#### How to verify it
Run build

platform modules' deb package rules for x86_64-accton_wedge100bf_65x-r0 was missing the code that installs the sonic_platform wheel package file under device directory on host (which is checked by pmon deamon on start)

[platform][barefoot] Install sonic_platform to host (#6644)
- Why I did it
SONiC design requires sonic_platform package to be installed in SONiC host environment, not only in docker containers.

- How I did it
For now, sonic_platform python wheel package, that is used by pmon, is provided via device-specific platform modules deb packages that unpacks the wheel package file into specific device's directory on lazy-install.
The PR makes deb packages' postinst script also install these unpacked wheel packages to host.

11c2e9ee3d [barefoot]: Allow configuration of platform-specific interfaces used for internal purposes (#2631)
- Why it is required
since SONiC master switches ifupdown package to the new implementation (ifupdown2), it is required to change the configuration of a platform-specific interface for wedge100bf_32x and wedge100bf_65x platforms (bc of ifupdown2 doesn't support auto mode for inet6 protocol).

Also, need to make some refactoring and remove if platform == smth then.. from the system level scripts.

- What I did

removed customization of /usr/bin/interfaces-config.sh
explicitly created directory /etc/network/interfaces.d
added "source" to the /etc/network/interfaces generation template (to include platform-specific interfaces processing)
added platform-specific interfaces config itself (for wedge100bf_32x and wedge100bf_65x)
fixed testcase in sonic-config-engine
- How to verify it

build image for wedge100bf_32x
perform sudo config reload -y on new installation
check the correct configuration of usb0 interface
- Description for the changelog

Allow configuration of platform-specific interfaces
