[build]: Provide support for apt install packages (#7346)
apt-package handling: These are part of the Export variables for .j2 files and is needed for Debian and its derivatives.

How I did it
Add support to slave.mk files to export APT_PACKAGES and DBG_APT_PACKAGES

How to verify it
The apt package, provides the apt management tool, a high-level command-line interface for better interactive usage. APT also includes command-line programs for dealing with packages, which use the library. Three such programs are apt, apt-get and apt-cache and can be verified for their existence.

Flashrom refactoring (#6922)
#### Why I did it
To build flashrom properly with dependency tracking.

#### How I did it
Moved flashrom code from platform/broadcom/sonic-platform-modules-dell/tools directory to src/flashrom directory.
At the end, flashrom_0.9.7_amd64.deb package is build which will be installed in the devices.

[build] Pass number of CPUs as jobs parameter to make command for SONIC_MAKE_DEBS (#7350)
There was an existing omission in the build jobs that SONIC_CONFIG_MAKE_JOBS wasn't being passed through to the underlying make command in SONIC_MAKE_DEBS, meaning we weren't fully utilizing all of the CPUs during builds.

[arm] support compile sonic arm image on arm server (#7285)
- Support compile sonic arm image on arm server. If arm image compiling is executed on arm server instead of using qemu mode on x86 server, compile time can be saved significantly.
- Add kernel argument systemd.unified_cgroup_hierarchy=0 for upgrade systemd to version 247, according to #7228
- rename multiarch docker to sonic-slave-${distro}-march-${arch}

[build]: support no_proxy environment variable in Azure SONiC build files (#7333)
Lack of having the support for no_proxy in SONiC build environment limits enterprise companies to put some internal hacks to ensure the proxy's dont refer to some Intranet site for artifactory downloads etc. Today. Using no_proxy is familiar in proxy settings terminology and excludes traffic destined to certain hosts.

Most Web clients hence support connection to proxy servers via environment variables:

http_proxy / HTTP_PROXY
https_proxy / HTTPS_PROXY
no_proxy / NO_PROXY
These variables tell the client what URL should be used to access the proxy servers and which exceptions should be made.

How to verify it

Simply set up the variable in the bash shell at build time.

export no_proxy=internal.example.com, internal2.example.com

Usage is:
no_proxy is a comma- or space-separated list of machine or domain names, with optional :port part. If no :port
part is present, it applies to all ports on that domain.

[docker_img_ctl.j2] make tmpfs mounts optional and add ability to run container by image id (#6439)
- Why I did it
I made the docker_img_ctl.j2 applicable for more dockers (including application extensions dockers) by adding an option not to mount tmpfs on /tmp/ and /var/tmp/. In some applications /tmp/ is a different docker volume which can't be tmpfs.
Also, I added and ability to pass REPO[:TAG]|[@digest]/IMAGE_ID instead of just REPO name.

- How I did it
Modified docker_img_ctl.j2 and docker makefiles.

- How to verify it
Run it on the switch.

[MACsec]: Set MACsec feature to be auto-start (#6678)
1. Add supervisord as the entrypoint of docker-macsec
2. Add wpa_supplicant conf into docker-macsec
3. Set the macsecmgrd as the critical_process
4. Configure supervisor to monitor macsecmgrd
5. Set macsec in the features list
6. Add config variable `INCLUDE_MACSEC`
7. Add macsec.service

[sonic-host-service] Move to sonic-host-services package (#6273)
- Why I did it

To move ‘sonic-host-service’ which is currently built as a separate package to ‘sonic-host-services' package. 

- How I did it

- Moved 'sonic-host-server' to 'src/sonic-host-services' and included it as part of the python3 wheel.
- Other files were moved to 'src/sonic-host-services-data' and included as part of the deb package.
- Changed build option ‘INCLUDE_HOST_SERVICE’ to ‘ENABLE_HOST_SERVICE_ON_START’ for enabling sonic-hostservice at boot-up by default.

[build]: stop prompt during build (#6585)
Some commands used during build will prompt user interactively, but this is not expected during build. Since most output is collected into log file, user could not see the prompt and feel the build process hangs.

- How I did it

Use mv command in non interactive mode
Redirect stdin to null if command output is collected into log file.

[build]: fix dpkg admindir corruption issue in parallel build (#6408)
Fix #119

when parallel build is enable, multiple dpkg-buildpackage
instances are running at the same time. /var/lib/dpkg is shared
by all instances and the /var/lib/dpkg/updates could be corrupted
and cause the build failure.

the fix is to use overlay fs to mount separate /var/lib/dpkg
for each dpkg-buildpackage instance so that they are not affecting
each other.

ae2cb47091 [build]: add artifical dependency between libyang and frr
frr build requires libyang 1.0.184 which conflicts with
libyang 1.0.73. Solution here is to compile frr and libyang 1.0.184
first, and then uninstall libyang 1.0.184 after frr build.
Then, compile libyang 1.0.73 and all packages depend on it later.

First cut image update for kubernetes support. (#5421)
* First cut image update for kubernetes support.
With this,
    1)  dockers dhcp_relay, lldp, pmon, radv, snmp, telemetry are enabled
        for kube management
        init_cfg.json configure set_owner as kube for these

    2)  Each docker's start.sh updated to call container_startup.py to register going up
          As part of this call, it registers the current owner as local/kube and its version
          The images are built with its version ingrained into image during build

    3)  Update all docker's bash script to call 'container start/stop/wait' instead of 'docker start/stop/wait'.
         For all locally managed containers, it calls docker commands, hence no change for locally managed.
        
    4)  Introduced a new ctrmgrd service, that helps with transition between owners as  kube & local and carry over any labels update from STATE-DB to API server

    5)  hostcfgd updated to handle owner change

    6) Reboot scripts are updatd to tag kube running images as local, so upon reboot they run the same image.

   7) Added kube_commands.py to handle all updates with Kubernetes API serrver -- dedicated for k8s interaction only.

[Dynamic buffer calc] Support dynamic buffer calculation (#6194)
**- Why I did it**
To support dynamic buffer calculation.
This PR also depends on the following PRs for sub modules

- [sonic-swss-common: Dynamic buffer calculation #361](https://github.com/Azure/sonic-swss-common/pull/361)
- [sonic-utilities: Support dynamic buffer calculation #973](https://github.com/Azure/sonic-utilities/pull/973)

**- How I did it**
1. Introduce field `buffer_model` in `DEVICE_METADATA|localhost` to represent which buffer model is running in the system currently:
    - `dynamic` for the dynamic buffer calculation model
    - `traditional` for the traditional model in which the `pg_profile_lookup.ini` is used
2. Add the tables required for the feature:
   - ASIC_TABLE in platform/\<vendor\>/asic_table.j2
   - PERIPHERAL_TABLE in platform/\<vendor\>/peripheral_table.j2
   - PORT_PERIPHERAL_TABLE on a per-platform basis in device/\<vendor\>/\<platform\>/port_peripheral_config.j2 for each platform with gearbox installed.
   - DEFAULT_LOSSLESS_BUFFER_PARAMETER and LOSSLESS_TRAFFIC_PATTERN in files/build_templates/buffers_config.j2
   - Add lossless PGs (3-4) for each port in files/build_templates/buffers_config.j2
3. Copy the newly introduced j2 files into the image and rendering them when the system starts
4. Update the CLI options for buffermgrd so that it can start with dynamic mode
5. Fetches the ASIC vendor name in orchagent:
   - fetch the vendor name when creates the docker and pass it as a docker environment variable
   - `buffermgrd` can use this passed-in variable
6. Clear buffer related tables from STATE_DB when swss docker starts
7. Update the src/sonic-config-engine/tests/sample_output/buffers-dell6100.json according to the buffer_config.j2
8. Remove buffer pool sizes for ingress pools and egress_lossy_pool
   Update the buffer settings for dynamic buffer calculation

Platform Driver Developement Framework (PDDF) (#4756)
This change introduces PDDF which is described here: https://github.com/Azure/SONiC/pull/536

Most of the platform bring up effort goes in developing the platform device drivers, SONiC platform APIs and validating them. Typically each platform vendor writes their own drivers and platform APIs which is very tailor made to that platform. This involves writing code, building, installing it on the target platform devices and testing. Many of the details of the platform are hard coded into these drivers, from the HW spec. They go through this cycle repetitively till everything works fine, and is validated before upstreaming the code.
PDDF aims to make this platform driver and platform APIs development process much simpler by providing a data driven development framework. This is enabled by:

JSON descriptor files for platform data
Generic data-driven drivers for various devices
Generic SONiC platform APIs
Vendor specific extensions for customisation and extensibility

Add sonic-host-services and sonic-host-services-data packages (#5694)
**- Why I did it**

Install all host services and their data files in package format rather than file-by-file

**- How I did it**

- Create sonic-host-services Python wheel package, currently including procdockerstatsd
  - Also add the framework for unit tests by adding one simple procdockerstatsd test case
- Create sonic-host-services-data Debian package which is responsible for installing the related systemd unit files to control the services in the Python wheel. This package will also be responsible for installing any Jinja2 templates and other data files needed by the host services.

**- How to verify it**
ChassisDB service won't start without chassisdb.conf file on the existing platforms.
ChassisDB service is accessible with global.conf file in the distributed arichitecture.

[sonic-utilities] Build and install as a Python wheel package (#5409)
We are moving toward building all Python packages for SONiC as wheel packages rather than Debian packages. This will also allow us to more easily transition to Python 3.

Python files are now packaged in "sonic-utilities" Pyhton wheel. Data files are now packaged in "sonic-utilities-data" Debian package.

**- How I did it**
- Build and install sonic-utilities as a Python package
- Remove explicit installation of wheel dependencies, as these will now get installed implicitly by pip when installing sonic-utilities as a wheel
- Build and install new sonic-utilities-data package to install data files required by sonic-utilities applications
- Update all references to sonic-utilities scripts/entrypoints to either reference the new /usr/local/bin/ location or remove absolute path entirely where applicable

[build] Add a parameter to specify sonic version during build (#5278)
Introduced a new build parameter 'SONIC_IMAGE_VERSION' that allows build
system users to build SONiC image with a specific version string. If
'SONIC_IMAGE_VERSION' was not passed by the user, SONIC_IMAGE_VERSION will be
set to the output of functions.sh:sonic_get_version function.

[build]: Add a user defined rules/config file not tracked by git (#5325)
This change introduce the rules/config.user file.
It gets loaded after rules/config as a mean to override default values.
If the configuration file does not exists this step is ignored.
Since this path is tracked by .gitignore, it provides a mean to change
the configuration of sonic build without dirtying the git tree.

[build]: Allow user to silence variable dump during make (#5327)
Most of the devs know how they configured their build.
Instead of generating a huge header for every make operation, allow the
user to silence it via an environment variable.

SONIC_BUILD_QUIETER=y make ...

Also add SONIC_BUILDER_EXTRA_ENV variable which allows the user to
inject arbitrary options to the docker run cmdline for the builder.

Add switch for synchronous mode (#5237)
Add a master switch so that the sync/async mode can be configured.
Example usage of the switch:
1.  Configure mode while building an image
    `make ENABLE_SYNCHRONOUS_MODE=y <target>`
2. Configure when the device is running 
    Change CONFIG_DB with `sonic-cfggen -a '{"DEVICE_METADATA":{"localhost": {"synchronous_mode": "enable"}}}' --write-to-db`
    Restart swss with `systemctl restart swss`

[sonic-host-service]: Add SONiC Host Services infrastructure (#4840)
- Why I did it

When SONiC is configured with the management framework and/or telemetry services, the applications running inside those containers need to access some functionality on the host system. The following is a non-exhaustive list of such functionality:

Image management
Configuration save and load
ZTP enable/disable and status
Show tech support
- How I did it

The host service is a Python process that listens for requests via D-Bus. It will then service those requests and send a response back to the requestor.

This PR only introduces the host service infrastructure. Applications that need access to the host services must add applets that will register on D-Bus endpoints to service the appropriate functionality.

[caclmgrd] Add support for multi-ASIC platforms (#5022)
* Support for Control Plane ACL's for Multi-asic Platforms.
Following changes were done:
 1) Moved from using blocking listen() on Config DB to the select() model
 via python-swsscommon since we have to wait on event from multiple
 config db's
 2) Since  python-swsscommon is not available on host added libswsscommon and python-swsscommon
    and dependent packages in the base image (host enviroment)
 3) Made iptables programmed in all namespace using ip netns exec

[build]: wait for conflicts package to be uninstalled (#5039)
when parallel build is enabled, both docker-fpm-frr and docker-syncd-brcm
is built at the same time, docker-fpm-frr requires swss which requires to
install libsaivs-dev. docker-syncd-brcm requires syncd package which requires
to install libsaibcm-dev.

since libsaivs-dev and libsaibcm-dev install the sai header in the same
location, these two packages cannot be installed at the same time. Therefore,
we need to serialize the build between these two packages. Simply uninstall
the conflict package is not enough to solve this issue. The correct solution
is to have one package wait for another package to be uninstalled.

For example, if syncd is built first, then it will install libsaibcm-dev.
Meanwhile, if the swss build job starts and tries to install libsaivs-dev,
it will first try to query if libsaibcm-dev is installed or not. if it is
installed, then it will wait until libsaibcm-dev is uninstalled. After syncd
job is finished, it will uninstall libsaibcm-dev and swss build job will be
unblocked.

To solve this issue, _UNINSTALLS is introduced to uninstall a package that
is no longer needed and to allow blocked job to continue.

make swss build depends only on libsairedis instead of syncd. This allows to build swss without depending
on vendor sai library.

Currently, libsairedis build also buils syncd which requires vendor SAI lib. This makes difficult to build
swss docker in buster while still keeping syncd docker in stretch, as swss requires libsairedis which also
build syncd and requires vendor to provide SAI for buster. As swss docker does not really contain syncd
binary, so it is not necessary to build syncd for swss docker.

Add TELEMETRY_WRITABLE build option to enable telemetry write mode (default read-only) (#4209)
Add build flag TELEMETRY_WRITABLE. When set to "y" it will add a go build flag in the telemetry build that will enable telemetry write mode to allow configuration via gNMI Set RPC as well as operations via the gNOI RPC's. The default for TELEMETRY_WRITABLE is unset in which case telemetry is read-only. In read-only mode the Set RPC and all gNOI RPC's are disabled and will return an "Unsupported" error when called.

[build]: build missing stretch dockers when debug build is enabled (#4494)
$DOCKER_IMAGES_FOR_INSTALLERS contains all dockers to be included
in the image. If INSTALL_DEBUG_TOOLS=y, then it contains debug docker
images as well non-debug docker images when there is no debug version
of that docker image.

$STRETCH_DOCKER_IMAGES will have the non-debug docker images needed
by the image. $STRETCH_DBG_DOCKER_IMAGES should contain the debug
version of the docker images.

Created build infra files using which a new package (sonic-yang-models) can be build and can be deployed on sonic switches. Yang models will be part of this new package.

Wrote yang models based on Guideline doc:

and

[build]: support for DPKG local caching (#4117)
DPKG caching framework provides the infrastructure to cache the sonic module/target .deb files into a local cache by tracking the target dependency files.SONIC build infrastructure is designed as a plugin framework where any new source code can be easily integrated into sonic as a module and that generates output as a .deb file. The source code compilation of a module is completely independent of other modules compilation. Inter module dependency is resolved through build artifacts like header files, libraries, and binaries in the form of Debian packages. For example module A depends on module B. While module A is being built, it uses B's .deb file to install it in the build docker.

The DPKG caching framework provides an infrastructure that caches a module's deb package and restores it back to the build directory if its dependency files are not modified. When a module is compiled for the first time, the generated deb package is stored at the DPKG cache location. On the subsequent build, first, it checks the module dependency file modification. If none of the dependent files is changed, it copies the deb package from the cache location, otherwise, it goes for local compilation and generates the deb package. The modified files should be checked-in to get the newer cache deb package.

This provides a huge improvement in build time and also supports the true incremental build by tracking the dependency files.

- How I did it
It takes two global arguments to enable the DPKG caching, the first one indicates the caching method and the second one describes the location of the cache.

    The make rule-'$(call dpkg_depend,$(DEBS_PATH)/%.dep )' checks for target dependency file modification. If it is newer than the target, it will go for re-generation of that target.

    Two main macros 'LOAD_CACHE' and 'SAVE_CACHE' are used for loading and storing the cache contents.
    The 'LOAD_CACHE' macro is used to load the cache file from cache storage and extracts them into the target folder. It is done only if target dependency files are not modified by checking the GIT file status, otherwise, cache loading is skipped and full compilation is performed.
    It also updates the target-specific variable to indicate the cache is loaded or not.
    The 'SAVE_CACHE' macro generates the compressed tarball of the cache file and saves them into cache storage. Saving into the cache storage is protected with a lock.
- How to verify it

    The caching functionality is verified by enabling it in Linux kernel submodule.
    It uses the cache directory as 'target/cache' where Linux cache file gets stored on the first-time build and it is picked from the cache location during the subsequent clean build.

If the module's dependency files are not changed, it restores the module deb files from the cache storage.

4ba0ff25d2 [services] make snmp.timer work again and delay telemetry.service (#3742)
Delay CPU intensive services at boot

- How I did it
Made snmp.timer work and add telemetry.timer.
But this is not enough because it breaks the existing snmp dependency on swss.
So, in this solution snmp timer is a wanted by swss service, but since OnBootSec timer expires only once it will not trigger snmp service, so I added line "OnUnitActiveSec=0 sec" which will start snmp service based on the last time it was active. On boot only OnBootSec will expire, on swss start/restarts only second timer will expire immediately and trigger snmp service.
However, snmp service will not stop after "systemctl stop snmp" because of the second timer which will always expire when snmp service because unavailable.
So there is a conflict which will be handled by systemd if we add "Conflicts=" line to both snmp.service and snmp.timer.

So during boot:

snmp does not start by default
swss starts and starts snmp timer
OnUnitActiveSec=0 does not expire since there is no snmp active
OnBootSec expires and starts snmp service and snmp timer gets stopped
During "systemctl restart swss"

snmp stops because of Requisite on swss
snmp unblocks snmp timer from running
swss starts and starts snmp timer
OnUnitActiveSec=0 expires imidiately and start snmp which stops snmp timer
During "systemctl stop snmp"

stop of snmp service unblocks snmp timer but no one starts the timer so it is not started by "OnUnitActiveSec=0"

* In the event of a kernel crash, we need to gather as much information
as possible to understand and identify the root cause of the crash.
Currently, the kernel does not provide much information, which make
kernel crash investigation difficult and time consuming.

Fortunately, there is a way in the kernel to provide more information
in the case of a kernel crash. kdump is a feature of the Linux kernel
that creates crash dumps in the event of a kernel crash. This PR
will add kermel kdump support.

An extension to the CLI utilities config and show is provided to
configure and manage kdump:
 - enable / disable kdump functionality
 - configure kdump (how many kernel crash logs can be saved, memory
   allocated for capture kernel)
 - view kernel crash logs

sflowtool : Locally dump sflow samples (e.g. with a in-unit collector)

In case of SONiC-VS, enable psample & act_sample kernel modules.

VS' syncd needs iproute2=4.20.0-2~bpo9+1 & libcap2-bin=1:2.25-1 to support tc-sample

tc-syncd is provided as a convenience tool for debugging (e.g. tc-syncd filter show ...)

* Added debug symbols to many debug dockers.

* For debug images *only*:
1) Archive source files into debug image
2) Archived source is copied into /src
3) Created an empty dir /debug
4) Mount both /src as ro & /debug as rw into every docker
5) Login banner will give some details on /src & /debug
6) Devs can copy core file into /debug and view it from inside a container.
7) Dev may create all gdb logs and other data directly into /debug.

* Dropped redundant REDIS_TOOLS per review comments.

* Added debug symbols to frr package and hence FRR based BGP docker.

* 1) Moved dbg_files.sh to scripts/
2) Src directories to archive are now collected from individual Makefiles.
3) Added few more debug symbols
4) Added few more debug dockers.

Here after no more changes except per review comments.

To debug:
Install required version of debug image in Switch or VM.
Copy core file into /debug of host
Get into Docker
gdb /usr/bin/<daemon> -c /debug/<your core file>
set directory /src/... <-- inside gdb to get the source

For non-in-depth debugging:

Download corresponding debug Docker image (docker-...-dbg.gz) to your VM
Load the image
Run image with entrypoint as 'bash' with dir containing core mapped in.
Run gdb on the core.

cdca062693 [build]: Build sonic-broadcom.bin using debug dockers for all stretch based dockers (#2833)
* Updated Makefile infrastructure to build debug images.
As a sample, platform/broadcom/docker-orchagent-brcm.mk is updated to add a docker-orchagent-brcm-dbg.gz target.

Now "BLDENV=stretch make target/docker-orchagent-brcm-dbg.gz" will build the debug image.

NOTE: If you don't specify NOSTRETcH=1, it implicitly calls "make stretch", which builds all stretch targets and that would include debug dockers too.

This debug image can be used in any linux box to inspect core file. If your module's external dependency can be suitably mocked, you my even manually run it inside.

"docker run -it --entrypoint=/bin/bash e47a8fb8ed38"

You may map the core file path to this docker run.

* Dropped the regular binary using DBG_PACKAGES and a small name change to help readability.

* Tweaked the changes to retain the existing behavior w.r.t INSTALL_DEBUG_TOOLS=y.

When this change ('building debug docker image transparently') is extended to all dockers, this flag would become redundant. Yet, there can be some test based use cases that rely on this flag.

Until after all the dockers gets their debug images by default and we switch all use cases of this flag to use the newly built debug images, we need to maintain the existing behavior.

* 1) slave.mk - Dropped unused Docker build args
2) Debug template builder: renamed build_dbg_j2.sh to build_debug_docker_j2.sh
3) Dropped insignifcant statement CMD from debug Docker file, as base docker has Entrypoint.

* Reverted some changes, per review comments.
"User, uid, guid, frr-uid & frr-guid" are required for all docker images, with exception of debug images.

* Get in sync with the new update that filters out dockers to be built (SONIC_STRETCH_DOCKERS_FOR_INSTALLERS) and build debug-dockers only for those to be built and debug target is available.

* Mkae a template for each target that can be shared by all platforms.
Where needed a platform entry can override the template.
This avoids duplication, hence easier to maintain.

* A small change, that can fit better with other targets too.
Just take the platform code and do the rest in template.

* Extended debug to all stretch based docker images

* 1) Combined all orchagent makefiles into one platform independent make under rules/docker-orchagent.mk
2) Extened debug image to all stretch dockers

* Changes per review comments:
1) Dropped LIBSAIREDIS_DBG from database, teamd, router-advertiser, telemetry, and platform-monitor docker*.mk files from _DBG_DEPENDS list
2) W.r.t docker make for syncd, moved DEPENDS from template to specific makefile and let the template has stuff that is applicable to all.

* 1) Corrected a copy/paste mistake

* Fixed a copy/paste bug

* The base syncd dockers follow a template, which defines the base docker as DOCKER_SYNCD_BASE instead of DOCKER_SYNCD_<platform code>. Fix the docker-syncd-<mlnx, bfn>.mk to use the new one.

[Yet to be tested locally]

* Fixed spelling mistake

* Enable build of dbg-sonic-broadcom.bin, which uses dbg-dockers in place of regular dockers, for dockers that build debug version. For dockers that do not build debug version, it uses the regular docker.

This debug bin is installable and usable in a DUT, just like a regular bin.

* Per review comments:
  1) Share a single rule for final image for normal & debug flavors (e.g. sonic-broadcom.bin & sonic-broadcom-dbg.bin)
  2) Put dbg as suffix in final image name.
  3) Compared target/sonic-broadcom.bin.logs with & w/o fix to verify integrity of sonic-broadcom.bin
  4) Compared target/sonic-broadcom.bin.logs with sonic-broadcom-dbg.bin.log for verification

This fix takes care of ONIE image only. The next PR will cover the rest.
The next PR, will also make debug image conditional with flag.

* Updated per comments.
Now that debug dockers are available, do not need a way to install debug symbols in regular dockers.

With this commit, when INSTALL_DEBUG_TOOLS=y is set, it builds debug dockers (for dockers that enable debug build) and the final image uses debug dockers. For dockers that do not enable debug build, regular dockers get used in the final image.

Note:
The debug dockers are explicitly named as <docker name>-dbg.gz. But there is no "-dbg" suffix for image.
Hence if you make two runs with and w/o INSTALL_DEBUG_TOOLS=y, you have complete set of regular dockers + debug dockers. But the image gets overwritten.
Hence if both regular & debug images are needed, make two runs, as one with INSTALL_DEBUG_TOOLS=y and one w/o. Make sure to copy/rename the final image, before making the second run.

ba0ca01ee0 [build]: Makefile: Extend to build debug docker images for all stretch dockers (#2789)
Overall goal: Build debug images for every stretch docker.

An earlier PR (#2789) made the first cut, by transforming broadcom/orchagent to build target/docker-orhagent-dbg.gz.

Changes in this PR:

Made docker-orchagent build to be platform independent.
1.1) Created rules/docker_orchagent.mk
1.2) Removed platform//docker-orchagent-*.mk
1.3) Removed the corresponding entry from platform//rules.mk

Extended the debug docker image build to stretch based syncd dockers.
2.1) For now, only mellanox & barefoot are stretch based.
2.2) All the common variable definitions are put in one place platform/template/docker-syncd-base.mk
2.3) platform/[mellanox, bfn]/docker-syncd-[mlnx, bfn].mk are updated as detailed below.
2.3.1) Set platform code and include template base file
2.3.2) Add the dependencies & debug dependencies and any update over what base template offers.

Extended all stretch based non-platform dockers to build debug dockers too.
3.1) Affected are:
docker-database.mk,
docker-platform-monitor.mk,
docker-router-advertiser.mk,
docker-teamd.mk,
docker-telemetry.mk

Next: Build debug flavor of final images with regular dockers replaced with debug dockers where available.

KVM need to allocate 2G memory for this build. The system memory might
be occupied by cache at the moment and doesn't have 2G chunk to give
out. Forcing Kernel to drop cache to boost the chance of getting 2G
memory.
