Why I did it
The previous implementaion of API for platform component didn't have the new thrift files
How I did it
Add the new thrift-generated: pltfm_mgr_rpc.py, ttypes.py
How to verify it
Run manually 'fwutil show status' or run unit tests
Previous command output had no information about components

These changes are needed to read the version of the BIOS and BMC component.
What I did
Create components.py module
Add funcion for reading componet version to thrift interface

To fix determine-reboot-cause service which was failing due to non-implemented thrown from get_reboot_case, if the reboot was done with `sudo reboot` (cold reboot)

#### Why I did it
On our platforms syncd must be up while using the sonic_platform.
The issue is warm-reboot script first disables syncd then instantiate Chassis, which tries to connect syncd in __init__.
#### How I did it
Refactor Chassis to lazy initialize components.

- Also fix Python 3-related issues:

The `get_serial_number()` method in the ChassisBase and ModuleBase classes was redundant, as the `get_serial()` method is inherited from the DeviceBase class. This method was removed from the base classes in sonic-platform-common and the submodule was updated in https://github.com/Azure/sonic-buildimage/pull/5625.
This PR aligns the existing vendor platform API implementations to remove the `get_serial_number()` methods and ensure the `get_serial()` methods are implemented, if they weren't previously.
Note that this PR does not modify the Dell platform API implementations, as this will be handled as part of https://github.com/Azure/sonic-buildimage/pull/5609
