Wenda Ni	86205b858a	[devices/a7050]: Separate ECN/WRED profile per queue to maintain a consistent view among CONFIG_DB get commands (#1941 ) for ecn on/off operations, which are conducted at per queue all interfaces granularity. TODO: Ideally, we should have ECN/WRED profile applied at per interface per queue granularity, and we should do it for all hwskus under the device directory, not just 7050.
