This patch adds support for lazy install of Marvell prestera SDK
drivers for platform-nokia. Lazy install for drivers is added as
updated sdk driver needs to classify the drivers required for platform
during compile time. SDK drivers and platform files are now fetched
from a submodule(mrvl-prestera).
Additionaly, DTB required for sonic_fit creation during compile time
is sourced from sonic-linux-kernel.

Configure/build for Mellanox platform, check the image and ensure that correct SAI debs are included.
Why I did it
For the DASH scenario, the APP_DB will be optimized by protobuf message for less memory consumption.
How I did it
Download the Debian package of protobuf 3.21.12 and create a corresponding rule for building it.
Add a submodule of sonic-dash-api and generated its Debian package which includes C++ library and Python library
How to verify it
Check artifacts of Azp that the protobuf-related and dash-api deb packages should be generated.

Upgrade FRR to version 8.2.2. Build libyang2 required by FRR.
How I did it
Update FRR version and tag.
How to verify it
Following tests were performed on sonic-vs:
BGP docker status check
BGP configuration and session establishment
Route redistribution and ping
Issued show commands to check the bgp neighbor and routes
Checked app-db to ensure bgp routes are installed with correct interface and nexthop.
Create VRF and check FRR knows the VRF
Check VRF routes are installed in app-db with correct Vrf name and next-hop
Establish BGP Evpn session and check if Evpn routes (multicast, mac, prefix) are exchanged and installed correctly in app-db.
Why I did it
Migrate ptftests script to python3, in order to do an incremental migration, add python virtual environment firstly, install all required python packages in virtual env as well.
Then migrate ptftests scripts from python2 to python3 one by one avoid impacting non-changed scripts.

The issue was reported to scapy devs secdev/scapy#3369, the fix is secdev/scapy#3371, however there is no released scapy version with this fix right now, thus decided to build scapy v2.4.5 from sources and apply the fix in a form of a patch.

Prior to this change, `build_debian.sh` would generate a Debian
filesystem in `./fsroot`. This needs root permissions, and one of the
tests that is performed is whether the user can create a character
special file in the filesystem (using mknod).
On most NFS deployments, `root` is the least privileged user, and cannot
run mknod. Also, attempting to run commands like rm or mv as root would
fail due to permission errors, since the root user gets mapped to an
unprivileged user like `nobody`.
This commit changes the location of the Debian filesystem to `/fsroot`,
which is a tmpfs mount within the slave Docker. The default squashfs,
docker tarball and zip files are also created within /tmp, before being
copied back to /sonic as the regular user.
The side effect of this change is that the contents of `/fsroot` are no
longer available once the slave container exits, however they are
available within the squashfs image.
