[Arista] Update platform library submodules (#13398)

- add module reboot APIs for chassis
- add supervisor module on linecard (fixes show chassis module midplane-status)
- improve RTC update mechanism and sync every 10 mins
- fix sbtsi temp sensor presence/thresholds
- fix Mineral status leds
- remove thermal object on xcvrs
