[Mellanox] Upgrade Mellanox firmware tools to 4.17.2-12 (#8978)

Bug fix:
bad_param request due to missing parser rest command while running mlxlink

- How I did it
Advance to MFT tool version to 4.17.2-12.

- How to verify it
Manually tested on all mellanox platforms.
