update hw-mgmt version to 2304 (#7725)

- Why I did it
Pick up fix from new hw-management package:
Fix gearbox thermal zone name, which was lack suffix thermal zone number

- How I did it
Update the hw-management version number in the make file
Update hw-management submodule pointer

- How to verify it
Run platform related test cases on Mellanox platform
