[frr] Reduce Calls to SONiC Cfggen (#5176) Calls to sonic-cfggen is CPU expensive. This PR reduces calls to sonic-cfggen to two calls during startup when starting frr service. singed-off-by: Tamer Ahmed <tamer.ahmed@microsoft.com>
