Update snmpd to 5.9, as part of the Bullseye upgrade Debian actually did a binNMU for snmpd, so to match the package version we're building with the version in the offiical repos, that version needs to be manually specified in the changelog. Buster still needs 5.7.3, because there's a ABI change between 5.7.3 and 5.9 for libsnmp, so for Buster, make sure that 5.7.3 is built, and for Bullseye, make sure that 5.9 is built. Update snmpd to 5.9, as part of the Bullseye upgrade Debian actually did a binNMU for snmpd, so to match the package version we're building with the version in the offiical repos, that version needs to be manually specified in the changelog. Buster still needs 5.7.3, because there's a ABI change between 5.7.3 and 5.9 for libsnmp, so for Buster, make sure that 5.7.3 is built, and for Bullseye, make sure that 5.9 is built.
